not an easy matter

Discussion of ideas is not an easy matter in Portugal. There is no tradition about it. First, all discussions of ideas end up in discussions about politics, often small politics. Second, all discussions of ideas do not last for more than a little period as they invariably end up in a discussion about people. People and politics, that is politicians, seems to be all that matters.

The discussion regarding the present race for the leadership of PSD provides a vivid example. Nobody is interested in discussing the ideas of the several candidates - if, indeed, they have any ideas at all concerning their party and their country. All that is discussed - with great enthusiasm, I must say - are the personalities of the candidates.
.
For the Portuguese democracy is a mechanism for choosing people, not for choosing ideas. Thus, they should not complain about their politicians because it is they who tend to choose people without ideas.
