Magistrate Meadow started in the most remote village of Northern Portugal where he indicted all of the population for not having a licence to carry a deadly weapon.
Some of the people appealed arguing that they had a licence to carry a spade. The appeal was refused on the grounds that the licence was granted only to carry a spade in their hands, not to carry a spade on their belts - and certainly not two spades at once.
Criminal instruction-judge Cathy Littleriver, a close friend of Meadow, confirmed the charges.
