The austerity measures and sombre economic outlook are at odds with suggestions by José Sócrates, the caretaker prime minister, that the deal agreed was not as tough as the bail-out packages for Greece and Ireland.
However, political opponents attributed his upbeat comments to campaigning ahead of a general election on June 5.
