The Prime Minister said that popular uprisings now flaring across the Middle East showed the West had been wrong to back dictators and undemocratic regimes.
He also suggested that historic Western views that Arab nations were socially unsuited to democracy "border on racism." The idea of an "Arab exception" is "wrong and offensive", he said.
Speaking to the Kuwaiti national assembly, Mr Cameron said Britain would back democracy campaigners now seeking greater rights across the Middle East.
